The people that work at the Library of Congress are responsible for the content of the Digital Millennium Copyright Act. The DMCA states things like you may not make illegal copies of movies, download music without paying, modifying video game systems to play copied material. It also sets the exceptions to the rules like college and university professors and students use any content for making documentaries and educational videos. You, a person on the internet, are allowed to use clips of films and shows for the purpose of commenting and reviewing.
One of the newest additions to the DMCA in a short simple version is that if you have a phone that you have paid for you are allowed to do what ever you want with it. The vendor of the phone is not required to support your phone if you have modified it beyond their parameters, but this is true with all technology. Apple doesn’t provide support for Windows problems, Dell doesn’t provide support for Solaris, HTC doesn’t provide support for Android on a HD2. But you the end user can unlock, jailbreak, hack, mod, root or what ever else to your fancy smart phones and no one can cry about it being against the rules.
